Ecoregional Nature Protection Programme in the
Southern Caucasus - Establishment of the Samur - Yalama National Park

Prequalification (PQ) for Consulting Services

The 'Ecoregional Nature Conservation Programme for the Southern Caucasus' aims at promoting co-operation in Southern Caucasus with respect to the development of a coherent strategy for biodiversity conservation in the unique Caucasus Ecoregion. Apart from the establishment of the Transboundary Joint Secretariat (TJS), which aims to promote such a shared strategy, the Programme includes three area-based projects supporting the establishment of national parks (NP) in Southern Caucasus.
The project executing agency of the NP Project in Azerbaijan is the Ministry of Ecology and Natural Resources (MENR). Under the overall guidance and supervision of the MENR, an experienced consulting firm shall be charged with the responsibility for field implementation of the project. The project aims to establish protected areas in the Samur-Yalama Region in North-eastern Azerbaijan and will be supported by a grant of € 2.55 Mio under Azeri-German Financial Cooperation, out of which up to € 580,000 are earmarked for consulting services.
Proposed measures of the project comprise: (i) Establishment of the Samur-Yalama NP bordering the Caspian See to the East and the Russian Federation to the North and of a support zone for the NP in accordance with the the legislation of the Republic of Azerbaijan; (ii) Establishment of a State Nature Reserve South of the designated NP for the protection of important wetlands and offshore fish habitat (iii) Integrated land use planning for the entire project area (NP, Nature Reserve and support zone); (iv) Development and implementation of selected support zone programmes.
Experienced and independent consulting firms are therefore invited to submit the following documents: (i) Corporate profile and status of firm; (ii) information on envisaged Azeri partners (firms or individual experts) incl. declaration of intent in case of planned association; (iii) evidence of financial resources (certified balance sheets and profit and loss accounts for the last three years; minimum turnover of € 500,000 per annum); (iv) legally binding signed declaration of undertaking according to the KfW standard sample; (v) relevant project references from the last ten years to prove technical qualifications and experience (notably in project management, park management/management planning, participatory land use planning, support zone development, range management) and overseas/Caucasus region/country experience; (vi) curricula vitae of permanent key personnel and long-term associates; (vii) statement of personnel structure (numbers by profession and key qualifications); (viii) declaration on associated firms.
In case of an association the listed documents have to be submitted for each partner firm.
