The problem of global climate change is one of the most critical challenges facing humanity at the present stage of civilization, which has serious social-economic and environmental consequences. With the aim to prevent negative impacts of climate change, about 150 countries signed the United Nations Framework Convention on Climate Change (UNFCCC) at the World Summit held on June 1992 in Rio-de-Janeiro.
The Republic of Azerbaijan signed the Convention in June 1992 and ratified it in January 1995, and in May 1995 it became a Party to the UNFCCC. In April 1997, State Commission on Climate Change was established by the President’s Decree.
The Republic of Azerbaijan has adopted Kyoto Protocol in 1997 during UN Third Conference on Framework Convention and it was ratified in 18 July of 2000.
In 2001 at the Ministry of Ecology and Natural Resources of Azerbaijan Republic the Climate Change and Ozone Center was created. The center consists of four departments: the Inventory GHG Department, Ozone Department, Climate Change Department and the Department of Mitigation and Adaptation.
Development of the “First National Communication to the Conference of Parties” is the first step undertaken by the Azerbaijan Republic to meet its commitment under the Article 4 and Article 12 of the Convention.
Within the UNDP/GEF Project of technical assistance to developing countries, the First National Communication of Azerbaijan Republic has been prepared by the National Climate Change Center established under the State Committee on Hydrometeorology of Azerbaijan Republic, with participation of local experts from 18 Ministries, Agencies and NGOs.
The First Communication presents findings of studies on national greenhouse gas emissions during 1990-1994, vulnerability assessment, mitigation and abatement plans to reduce negative effects of climate change on ecosystems and different sectors of the economy
In 2000-2001 during the II Phase of “First National Communication to the Conference of Parties” the following mentioned activities were done:
- Estimation of Green Technologies requirements;
- Increasing of potential for participation in systematic global observation networks;
- Leading of additional scientific researches on vulnerability and adaptation of fish resources and on the processes of desertification as result of climate change.
The second step undertaken by the Azerbaijan Republic to meet its commitment under the Article 4 and Article 12 of the Convention was development of the “Second National Communication to the Conference of Parties” in 2006.
In the framework of the “Second National Communication to the Conference of Parties” and in accordance with the regional model ‘PRECIS’ proposed by British Hadley Meteorological Center, the climate change sceneries were developed.
From 1990 to 2005 using the IPCC good practice guidelines the GHG inventory was done.
During the last years by the Government of the Azerbaijan Republic few important programs was adopted. Among them:
- Governmental program on using of alternative and renewable sources of energy;
- National program on regeneration and forestry development;
- Sustainable Development program from ecological point of view;
- Governmental program on hydrometeorology development.
From 2003 to 2004 Canadian International Development Agency helped in training of the experts and trainers on CDM. Four demonstration projects was realized
.With the support of French Government the project “Forests planting on Kura-Araks lowland by irrigation” was developed.
The project “Technical support to the countries of Caucasus and Moldova to meet its commitments in the field of climate change” was realized through the TASIS program of the European Commission.
In 2004-2006 by the financial support of GEF the regional project “ Creation of the potential on increasing of the quality of GHG inventory for the countries of Eastern Europe and FSU Countries “ was implemented.
Norwegian Government helped Azerbaijan with development of procedures concerning Clean Development Mechanism (CDM).
All above mentioned projects was realized with the participation of the experts of Climate Change and Ozone Center.
