Hydrometeorological Department of the Ministry of Ecology and Natural Resources of
Azerbaijan Republic.

 OVERVIEW OF CLIMATE CHANGE AND OZONE CENTER of the National
Hydrometeorological Department of the Ministry of Ecology and Natural Resources of
Azerbaijan Republic.

I. OVERALL SITUATION

1. The Center of climate and climate change are part of National Hydrometeorological DEPARTMENT Of the Ministry of Ecology and Natural Resources of the Azerbaijan Republic Order of the Ministry of Ecology and Natural Resources of Azerbaijan Republic (later Ministry) of 30 January 2003 at number 088 with the creation of Department of Ozone National Hydrometeorological Department (later Department) is called the Center of Climate Change and Ozone (hereinafter Center).
2. The Center is a subsidiary body for implementation of the obligations faced by the Ministry under the Framework Convention for Climate Change and the UN in addition to it of the Kyoto Protocol, the Vienna Convention for the preservation of the ozone layer and in addition to the Montreal Protocol.
3. Center in its work based on the constitution and laws of the Azerbaijan Republic, on the acts and decrees of President of Azerbaijan Republic, normative legal acts of the Cabinet of Ministers, regulations, laws, orders and regulations of the Ministry, regulations, orders, regulations, decrees and guidelines of the Department, as well as this position.
4. The Center carries out its activities with the departments of climate impact assessment and adaptation to climate change, greenhouse gases and ozone. .

 II. MAIN DUTIES OF THE CENTER

5. The main duties of the center of the following:
5.1 Assessment of potential impacts on natural ecosystems and the economy of the expected climate change.
5.2 Develop a strategy to adapt the system to be exposed and constantly inform relevant authorities on the implementation of the strategy
5.3 Development and assistance in carrying out projects on a national action plan aimed at reducing the impact of climate change and reduce greenhouse gases
5.4 To work on the analysis of climate change
5.5 Preparation of climate scenarios, the study and application of advanced methods for forecasting
5.6 Improvement of the greenhouse gas inventory
5.7 Preparation of proposals for systems development activities and their implementation to reduce greenhouse gas emissions
5.8 Assist in the development approval and execution of projects for the Clean Development Mechanism of the Kyoto Protocol.
5.9 Collection and analysis of information on the production of import, export and use of ozone-depleting substances in the country and presenting the results to local organizations and relevant bodies of the Conventions
5.10 Connection of activities of governmental and nongovernmental organizations to implement various projects in the area of climate change and ozone
5.11 Dissemination of knowledge, constant agitation and public awareness on climate change and ozone
5.12 Creating a system for collecting, processing and dissemination and exchange of information on modern technologies for replacing ozone-depleting substances and climate
5.13 Increased cooperation with international organizations working on a Convention on climate change and ozone and related organizations of foreign countries operating in the same field
5.14 Creation, improving the quality and management of an information bank on climate change, greenhouse gases and ozone depleting substances 5.15 Ensure close links with the Convention organization
5.16 Take steps to timely performance of work under the work plan, ministries, departments and the center, the implementation order of the minister, director of the Department
5.17 The non-proliferation of information containing state secrets
5.18 Perform other duties in accordance with the law mandated the Ministry and the Department

III. FUNCTIONS OF THE CENTER

6. Center, under the obligation to fulfill the following functions:
6.1 Helps to prepare, update and print the national inventory of anthropogenic emissions are not controlled by the Montreal Protocol, greenhouse gas sinks and sources for all obligations under Articles 4 and 12 of the Framework Convention on Climate Change United Nations.
6.2 Assists preparation, application and periodic updating of the national climate program
6.3 Assists to reduce anthropogenic emissions of greenhouse gases not controlled by the Montreal Protocol, including all areas of production, preparation processes, techniques and technologies that lead to the destruction of technology practices and processes, implementation and dissemination including the transfer of
6.4 Assists management of greenhouse gas sinks to improve the quality and protection of forests, including biomass, marine, terrestrial and coastal ecosystems
6.5 Helps to prepare the implementation of public awareness programs and education on climate change and its results in accordance with national laws and regulations under Articles 4 and 6 of the Framework Convention for Climate Change, and works to facilitate public awareness on climate change
6.6 Assists in the implementation of projects and works to assist developed countries to fulfill their obligations and use the benefits of 12 articles of the Kyoto Protocol, ie Clean Development Mechanism
6.7 Provides advice and provides teaching materials, relevant organizations of the country on climate change and ozone
6.8 Organizes communication between organizations who prepare projects and organizations to submit projects in the international financial institutions for financing, helps drafting climate change and ozone
6.9 Carries out its obligations on time and quality
6.10 Participates in research works and projects
6.11 Prepares recommendations for the prevention of negative impacts of human influence on climate and analyzes the impact of
6.12 Analyze surveillance and research undertaken by global and regional climate change involved in implementing the development agenda in national climate and hydrometeorologycal programs
6.13 Collects, documents and analyzes the data in the field of import, export, replace ozone-depleting substances controlled by the Montreal Protocol, is the Ministry of the relevant documents for the information in this area of national bodies and conventions
6.14 When the work center, observes the rules of labor protection, fire fighting and safety
6.15 By decree of management department performs work unrelated to the production needs of the center

IV. LAW OF THE CENTER

7. Center to fulfill its obligations and functions have the following rights
7.1 gives offers ministries and departments to comply with the obligations arising from the convention on climate change and ozone
7.2 Participate with the consent of the Ministry of seminars and training courses organized by international organizations
7.3 Giving a proposal to the Ministry of change in the structure and staffing of the center
7.4 To present to the Ministry and the Department prepared the current and future plans of the activities center 7.5 Implement other rights in accordance with the law



V. ORGANIZATION OF THE ACTIVITIES OF THE CENTER

8. Center headed by a director appointed and dismissed by order of Minister of Environment and Natural Resources on the basis of presentation of the director of the Department.
9. Director personally responsible for the duties and functions are entrusted center.
10. Director organizes activities of the center.

VI. REORGANIZATION AND LIQUIDATION CENTER

11. Center reorganized and liquidated in accordance with legislation, including orders of the Ministry.
