The Division of Science and Work With Cadres of the Ministry of Ecology and Natural Resources implemented its activities in 2010 in accordance with compiled work plan, regulations of the Ministry and the Division, the Law of the Republic of Azerbaijan on “Civil Service”, The Labor Code of the Republic of Azerbaijan, and according to the requirements of other normative-legal documents.
Currently the staff number of civil servants at the Ministry of Ecology and Natural Resources is 877, number of employees working at the civil service is 722, and the number of vacancies is 155.  
During 2010, 14 young specialists succeeded at competition and interview organized by the Commission on Civil Service Affairs under the President of the Republic of Azerbaijan were accepted to vacant civil service positions as a probationer, 4 specialists were accepted to permanent civil service, 3 civil servants left their works for the reason of reaching pension age and were provided with civil service pension.    
Employment to non-civil service is implemented in accordance with the requirements of Labor Code of the Republic of Azerbaijan. Currently the number of civil servants at the Ministry is 7935 from the 8537 regular staff complement, and the number of vacancies is 602.
During the year the number of those who were granted with employment was 1237, the number of those who left their works was 767( as well as the number of those who were discharged from office for serious wrongdoings at their positions according to the corresponding articles of the “Labor Code” and Law on “Civil Service” was 20). In 2010 the Greenery Institutions № 4, 5, 6, 7 of the “Azerbaijan Greenery and Landscape System” of the Ministry started their activity.       
Registration of personnel files of all of the civil servants of the Ministry was implemented with special computers. Detailed information on the structure of all organizations having civil service status, staff schedule, and regular staff complement are constantly sent to the President Administration and to the Commission on Civil Service Affairs under the President of the Republic of Azerbaijan by the internet at the beginning of each year.
In addition, position instructions on administrative positions within the 6th and 9th level of the Ministry are systemized, amended and constantly surrendered to the Commission.
During report period more than 150 employees of the Ministry attended various international meetings, sessions, as well as conferences, seminars, and training courses held in foreign countries.   
Some employees of the Ministry were assigned to Russia, Switzerland, Ukraine, Israel, Turkey, Georgia, Germany and other countries in order to hold international experience exchange program in various spheres of ecology.
The cadre preparation and science sector of the division implements qualification issues of the specialists via the Institute of Qualify and Qualification. In 2010 the abovementioned institute held 11 seminars and 3 courses for the employees of various divisions and departments of the Ministry of Ecology and Natural Resources 

Thus, totally 330 specialists working at different structural bodies of MONR attended the seminars and courses of the Institute of Qualify and Qualification during 2010.

International organizations and foreign specialists have held several seminars with attendance of employees of the Institute and the subordinate bodies of the Ministry during report period.

“Invent-International qualification and progress” Organization of Germany has held 5 short term courses:

97 specialists were involved to international courses with the attendance of the Institute of Qualify and Qualification
The Ministry of Ecology and Natural Resources was determined basic organization for the purpose of high level and successful implementation of industrial work record for the specialists prepared at the Academy of Public Administration under the President of the Republic of Azerbaijan until April 26 to May 30 of the current year.    
In April training was held for the employees of the Ministry and subordinate bodies on ethical behavior rules of civil servants with the attendance of representatives of Commission on Civil Service Issues under the President of the Republic of Azerbaijan.     
The special group established in the Ministry carries out regular examinations in accordance with the order on “internal discipline rules at the administration and subordinate bodies of the Ministry of Ecology and Natural Resources”, № 699/Ü dated 27.11.2008.        

During February 2010, 3 employees of the division participated at the training courses named “management of human resources” organized by the Commission on Civil Service issues under the President of the Republic of Azerbaijan and UNDP Azerbaijan.   

As every year, this year Academy of Public Administration under the President of the Republic of Azerbaijan organized short term qualification courses on “State regulation of use of nature and environmental protection” and 3 employees of the Ministry attended these courses. Furthermore, the employee of the Division of the Science and Work with Personnel Aybaniz Huseynova Rafig participated at the short term qualification course named “organizational basis of civil service and cadre policy of the state” organized by the Academy. During report period 5 employees of the ministry were honored with medal of progress, 4 employees were honored with medal for ‘distinction in civil service”, 2 employees were honored with honorary title of “honored engineer of the Republic of Azerbaijan” by the President of the Republic of Azerbaijan on the occasion of work day and declaration of 2010 “the year of ecology”.         
During 2010 more than 200 letters were reviewed and their execution was provided by the employees of the division. During the year more than 150 miscellaneous references regarding work place and salary of employee, length of civil service, presentation references for being reached pension age were prepared and submitted to the employees of the ministry and those references were presented not only to the citizens of the Republic of Azerbaijan, but also to the citizens who are currently the citizens of other countries, but formerly lived and worked in Azerbaijan according to their applications.
