The comprehensive and rapid development in Azerbaijan draws the country and its population into solution the duties that request more complicated, more advanced technologies and capacity. Integrated studying of country’s highland territories as an ecosystem also stands in this row. Increase of modern climate change dynamics and intensification of this process in higher mountainous areas makes the problem more actual from the point of assessment and studying impact of climate change to climate systems of highlands and its subsequent impact to environment and particularly to biodiversity. Nowadays, more attention is paid to comprehensive research of mountainous areas which least of all exposed to anthropogenic impacts.   
         From this point of view studying of microclimate and hydrological processes in mountainous areas, informing state bodies, population, infrastructure areas on risky hydrometeorology incidents, impact assessment of climate change to environment and biodiversity remain as the basic duty of newly established Scientific-Research Centre.
         The qualified individual willing to fill in the position of director of Complex Hydrometeorological and Environmental Scientific-Research Centre must possess the following qualifications:
 

1. Candidate should be modern thinking, fluent in Azerbaijani (good knowledge of foreign languages will be an asset), have good level of computer literacy.  
2. Candidate must have university degree in hydrometeorology, climate and environment spheres. He/she must be informed about modern and future perspectives as well as current state of problems in this field.
3. Candidate must have good management and organizational skills and experience in the field of scientific-research activities.
4. Candidate must be healthy enough in order to work in higher mountainous conditions.

         5.Candidate must have sufficient knowledge of;

        The organization of observation on biodiversity, hydrometeorology, ecology,  working principles of observation devices and applications, making observations and transfer of observation data according to existing rules;
        Organization of activity in small team in hard climate conditions, higher mountainous areas and other extreme situations and reach quick and functional solution of problems;
        Organization and implementation of practical scientific-research activities;
        Application of scientific-research innovation in relevant areas in higher mountains, development of new programmes and projects in this field;
        Legislation of the Republic of Azerbaijan in given field, economic,  safety techniques, rules and norms of production hygiene;
        Preparation of recommendations and proposals for implementing objectives and prevention of negative effects that may occur in the result of extreme hydrometeorology .
