The Scientific-Research Institute for Hydrometeorology based on 16 March, 1966 and there has been held its 40th anniversary in 2006. After known restructuration processes in our republic this institute continues own activity under The Ministry for Ecology and Natural Resources since 06 March, 2002. The activity of the institute under The Ministry for Ecology and Natural Resources has been developed on the following four directions:

1. Scientific-research works;
2. Scientific-methodical works;
3. Scientific publications;
4. High qualified cadre’s preparation.

 There have been implemented the following scientific-research and scientific-methodical works by these directions in 2002-2007 y.y.:

1. Scientific-Research works:

EScientific-research works are implementing under the following four problems, occupying recent directions of hydrometeorology for our republic:

Problem 1. Recent climate changes and the investigation of the surface water.
Problem 2. Dangerous hydrometeorological events.
Problem 3. The Caspian’s hydrometeorology.
Problem 4. The research of environmental pollution.

By these problems there have been implemented the following scientific-research works: 

 1. The evaluation of Major Caucasus north-east slope rivers’ ecological run-off (2002-2004).
 2. Regional climate changes and the research of their influence to the environment (2002-2004 y.y.).
 3. The preparation of questioner catalogue dedicated to the especial dangerous hydrometeorological events on the territory of Azerbaijan Republic (2002-2006 y.y.).
4.The investigation of hail-shower processes in Azerbaijan’s Sheki-Zagatala and Genje-Gazakh regions and their short term forecast (2002-2003).
5. The preparation of very short-term forecast methodic of hail-shower processes (2004-2005).

6. The forecast of flood events by the installation of the radiolocation (2005-2007 y.y.).
7. The structure and spectral investigation of winds and flows regime in Meddle Caspian (Oil Stones and Absheron shelf’) (2002-2004 y.y.).
 8. The investigation of severe storms in Caspian Sea (2005-2006 y.y.).
9. The investigation of the influence of atmosphere precipitations to the soils’ background composition (2002-2004 y.y.). (2002 -2004)

It is possible to outline the following scientific-practical results from implemented scientific-research works:

Accordingly to the decree dated from 16.06.2004, 43/ц number by the minister H.Bagirov, for the first time there were published in Azerbaijanian language, the certain 17 methodical directions, recommendations, KOD and normative documents that are very necessary in service spheres  of National Hydrometeorological Department  discussed  in the  Scientifically-Technical Council of Hydrometeorological and Environmental Monitoring Department by the invited specialists from certain organizations (protocol №8, 20,07,07) and was confirmed  by the minister decree №589/ ц date f from 27.10.2007. In 2008 there were prepared the mentioned below KOD, commissions and programmers.

• Chief document FM71-X Climate and MK-19 decade KOD
• FM-12-IX SYNOR international KOD MK-01
•  The meteorological observations in the stations
• The meteorological observations in the points
• The  brief forecast  of  hail-heavy shower processes
• The methodical manual for determination of influence of rains on background structure of Azerbaijan’s soils
• The plan and programmer of Hydrometeorological and Ecological Research Science Center of Bazarduzu-Shahdag-Tufandag Ecosystem

Over this period there have been published following monographs:

-  The forecast of rain floods in Azerbaijan’s rivers. (the author is R.Mahmudov, in Russian language)
-  The hydrometeorology, climate change, hazards and the life (R.Mahmudov)
- Azerbaijan’s water resources (R.Mahmudov, in Azerbaijanian, Russian and English languages).
-The hydrometeorological service in last three years in Azerbaijan (R.Mahmudov, in Azerbaijanian language).
- The hydrometeorological condition and dangerous hydrometeorological events in Azerbaijan (S.Shiraliyev, R.Mahmudov, in Azerbaijanian language).

In 2009 y. by collaborators of the institute there have been published 21 scientific articles and thesis. “Analysis of non climatic origins of floods in the downstream part of the Kura River, Azerbaijan ( R.Mahmudov, R.Abbasov) is dedicated  to important results of held scientific-research works. This article is published in an English language in famous, well-known over the world and approved by world scientists for its publications in the magazine of “Springel” (The magazine on natural hazards, Holland) and in the third issue of International Scientific Academy (Austria, Enosburg, 2009).
In 14 November, 2009 in cooperation with The Azerbaijan Telegraph Agency there has been held the measure for the delegations from mass media on the theme “Recent climate change and Azerbaijan” and reports of this measure have been published.
Numerical articles and thesis of institute collaborators related to different problems of hydrometeorlogy have been published in the republic and international magazines.

IV. The preparation of cadres:

In this stage the 4 collaborators of the Institute (S.Asadov, Z.Allahverdiyev, F.Dadashova, Y, Eyvazova) defended the thesis, but 3 of the graduate students (M.Kazimova, E. Ibrahimov, J. Huseynov) continue their work on thesis.
In 2008 year in 12.07.2008 professor R.Mahmudov has been chosen a member of International  ECO Energy Academy  and a vice-president of Academy.
Three  post-graduate students continue their education in  the Hydrometeorology Scientific-Research Institute of the Ministry for Ecology and Natural Resources in specialties of  “25.00.27  - The hydrology of dry land, water resources, hydrochemistry”, “25.00.28– Oceanology”, “25.00.30-Meteorology, climatology, agrometeorology”.
Since  05.03.2007 The Hydrometeorology Scientific-Research Institute is included to the «Global Water Cooperation» organization as the Research Institute in Central Office, in Stockholm, Sweden.
In 2009 year in 24 November, 2009 professor R.Mahmudov has been chosen a member of International Scientific Academy (Austria). So as R.Mahmudov is the member of Doctoral Dissertation Council in The Institute of Geography of ANSA he has been the opponent of two doctoral and one candidate dissertations. Under his guidance two PhD and six post-graduators continue their research on dissertation work

For the first time the Ministry of Ecology and Natural Resources accepted 3 men  to the post-graduate study  on the specialties such as «Meteorology, climatology» (P.Aliyev) «The hydrology of land, water resources and hydrochemistry» (P.Huseynov) and « Oceanology» (A.Asgerov).

There must be considered the following directions in the formation of main activity sphere in future development of hydrometeorological science.
-Modern climate change and estimation of their influence on environment
-The estimation of water resources and preparation of forecast method of the rivers’ flood
-The research of ecological runoff of rivers
-The research of meteorological and hydrological lands events and their work out their forecast method:
-The study of dangerous hydrometeorological events and their forecast points:
-The research of hydrometeorological regime of the Caspian Sea
-The carrying of biometeorological researches
At the present time The Hydrometeorological Scientific-Research institute considered for itself the following priority directions as activity sphere in the future development of hydrometeorological science:
The carrying of actual scientific-research works on studding hydrometeorological conditions responding to reforms and economical development in our republic.
-To provide the complex scientific base referred to scientific foundations of Hydrometeorological Service in our republic.
- The studding and realization of the applying the scientific-technical innovations in world hydrometeorology as the component part of world hydrometeorology.
-To increase the integration of its participation in international projects to the  hydrometeorological researches   modern qualitative regional.

There was confirmed the «Development Program» for solving the questions of Hydrometeorological Scientific-Research Institute for 2007-2012 years (Decree № 323/ц, 20.06.07).
